True RPG was meant to be an open world RPG much like Morrowind or Oblivion. However due to RPG Maker VX being not the best of engines for open world creation it's been abandoned.
You can still play what is there though, if you wish.
Merc also falls under the same category and was made to replace True RPG, then I realized VX just couldn't do open world games nicely.
